On the occasion of the Congress of the Accounting Profession, held on October 7–8, 2025, we demand that the leadership of CECCAR provides clear explanations to external partners and to the members of the body regarding how the elections for the position of President of the CECCAR Superior Council were conducted between January and April 2025.
- The illegalities are obvious to anyone!
- The members of the CECCAR Superior Council are complicit in these illegalities!
- The overlap of candidacies is plain to see!
Șova Robert Aurelian was elected in 2014 and served two terms of four years each. His second term ended in October 2022, when the mandate of the next elected president, Mr. Bunea Alexandru, began.
According to the legislation currently in force (Government Ordinance no. 65/1994 and the CECCAR Rules of Procedure), Șova Robert Aurelian may legally return to the position of CECCAR President starting from October 2026 and can be elected one year earlier, in October 2025.
However, the current President in office, Chivu Elena Ecaterina, was elected for the 2023–2027 term. Legally, the elections for the next mandate can only be initiated in 2026, for the term beginning in 2027. These facts are recorded in Decision no. 23/189/2023, which validated the election of Ms. Chivu Elena Ecaterina as President of the Body of Expert and Licensed Accountants of Romania (CECCAR) for the 2023–2027 term. The decision was published in the Official Gazette, Part I, no. 338 of April 21, 2023, and entered into force on the same date.
In January 2025, in an illegal and non-transparent manner — and without any public administrative act — the candidacy process for the position of CECCAR President was initiated, even though the current President, Chivu Elena Ecaterina, is still in office until April 2027. As a result of these illegalities, there was only one candidate: Șova Robert Aurelian, who did not meet the legal requirements to run, as demonstrated above. The validation of Șova Robert Aurelian’s election as President of the CECCAR Superior Council for the 2026–2030 term — through Decision no. 25/243 of April 7, 2025 — was published in the Official Gazette no. 379 of April 29, 2025, confirming the overlapping terms between the newly elected President (illegally) and the current one, and proving that the elections were held without legal basis.
Chivu Elena Ecaterina, still in office as President of the CECCAR Superior Council until 2027, is now — in 2025 — running for President of the CECCAR Galați Branch for the 2026–2030 term. This is, in fact, an ILLEGAL EXCHANGE OF POSITIONS with Șova Robert Aurelian, carried out in violation of all legal provisions and published decisions in the Official Gazette of Romania.
This illegal exchange is also replicated across CECCAR’s local branches, where the current President becomes a member of the Superior Council, while the branch member of the Council becomes a branch president again.
We have reported that elections in the local branches are fraudulent, as an anonymous committee allows the candidacy of only one person, effectively pre-appointing them as president.
The stakes?
The financial situation of The Body of Expert and Licensed Accountants of Romania and the consolidation of influence by the same group of individuals who rotate between positions of power.
